MAIN PURPOSE OF THE JOB 1. ·Provide strategic support for continuous improvement in the Council and the Tower Hamlets Partnership through the development and implementation of local and national policies, key initiatives and strategic planning and review. ·Drive through the delivery of the Council and Tower Hamlets Partnership’s key objectives for service improvement and value for money, implementing the Council’s Performance Management and Accountability Framework and leading business improvement activity. ·To lead support for the developmentof strategies, policies and plans at a service, directorate and corporate level to achieve businessobjectives and promote the principles of One Tower Hamlets (tackling inequality, strengthening cohesion and building community leadership). ·Develop strong and effective relationships with senior managers, the Mayor, councillors, partners (from the public, private and third sectors) and communities in order to communicate, negotiate on and influence the development of One Tower Hamlets and the role of the directorate in delivering it. Major Duties and Job Activities: To lead support for the developmentof strategies, policies and plans at a service, directorate and corporate level to achieve businessobjectives and promote the principles of One Tower Hamlets (tackling inequality, strengthening cohesion and building community leadership). 3. To lead the support of strategic commissioning and ensure the engagement and involvement of stakeholders and customers during strategy development. 4. To lead on support for the implementation of new policies or strategies throughout the organisation, with partner agencies or in the community. 5. To develop and review action plans and performance measures/metrics, deliver high-level analysis and produce progress reports tailored for senior internal and external audiences, including the Mayor, senior managers, and the Partnership. 6. To manage performance in line with the Council and Tower Hamlets Partnership’s Performance Management and Accountability Framework advising Members, partners and senior managers to challenge and improve performance. 7. To ensure that high quality information is made available to support the improvement of service delivery, quality, value for money and equality of access through effective collection, manipulation, analysis and dissemination of management information as required. 8. To ensure robust performance challenge to senior managers and provide support, advice and guidance to senior managers on the use of business improvement techniques such as business process analysis and benchmarking. 9. To lead development of key partnership structures in ensuring the delivery of the Community Plan, and partnership priority projects and targets, including co-ordinating the work of the Community Plan Delivery Groups. To co-ordinate directorate contributions to high quality improvement-focused reviews, including those commissioned by Overview and Scrutiny Committee and Performance Review Group. To act as programme manager, leading and managing teams of officers to deliver service, directorate and corporate objectives. To provide high level representation for the Council and Partnership on key external forums and national, regional and sub-regional forums and projects at a senior level, promoting the work of the Council and its partners. To produce clear and comprehensible reports and presentations for Cabinet, Overview and Scrutiny Committee, DMT, CMT, Tower Hamlets Partnership, residents and other stakeholders as required. To drive the development of good practice, including identifying and researching examples of good practice, and providing support, advice and guidance to senior managers and partners on implementation of this good practice. To drive value for money throughout the organisation through the development of metrics that support the analysis of value for money of operational activity and commissioned services, to enable efficient use of council resources. To provide expert support and advice and to innovate, develop, challenge and implement policy relating to SPP functions, including performance monitoring & improvement, strategy and planning, external inspection, scrutiny, partnership working, equality, diversity and cohesion. This will include responding to the implications of new legislation, changing service needs and demands, and emerging community issues. To analyse local and national policy changes to identify the impact on systems, processes and performance with regard to data capture and reporting, ensure a robust change management method is applied and provide advice to senior managers of any adverse implications. To ensure that equalities, diversity and cohesion are incorporated into business planning and service improvement plans and that the work of the service gives consideration to impact on communities and staff through the completion of EQIAs and other relevant tools. To analyse current and emerging issues, including new Government policy and strategy, and provide advice to the Mayor, Cabinet and senior managers on the implications and best response for the Council and Partnership. To provide high quality research and information support, including commissioning research, and present this either verbally or in writing. To oversee and manage data quality and audit arrangements. Person Specification for the Post of Senior Strategy, Policy and Performance Officer 1.Comprehensive knowledge and understanding of the functions of local government 2.Knowledge of the key issues facing local government 3.Understanding of how these impact locally and have shaped the concept of One Tower Hamlets Knowledge of performance and project management tools, techniques and systems Qualifications & Experience 5.Successful track record of managing and delivering projects, including teams of staff, to deliver objectives 6.Experience of policy and/or performance related project work in a public sector or similar organisation 7.Experience of working closely with and advising senior managers and members 8.Experience of one or more SPP functions, including:- performance monitoring, performance improvement, strategy and planning, external inspection, partnership working and equalities 9.Experience of working in partnership with diverse agencies and groups, in multi-disciplinary projects to deliver objective.
